La règle est que seul le capitaine doit débarquer, mais avec lui il veut voir tous les passagers. J'ai fait venir Diane, encore de l'attente. Aussi aucune photocopies des documents, originals seulement.
J'avais une photocopie du certificat d'immatriculation, il m'a fait revenir deux jours plus tard avec l'original. C'était un lundi, le mardi et mercredi est fermé parce qu'il travaille la fin de semaine.
Appeler avant pour prendre rendez-vous et demander si tous les passagers doivent se présenter, je crois que les règles peuvent changer à tout moment.
Diane a seulement baisser les bras en signe de dépit, il nous a menacé de nous renvoyez en mer.. ouch!
Aussi il dédouane les passagers des avions, autre attente parce qu'il priorise l'avion. Par chance ce sont de petites avions d'affaire avec une dizaine de passagers.
Prendre un taxi. Il y a deux façon dont il charge, l'un avec tarif fixe qui est 20$ US de la marina, "St-Augustine Municipal Marina". Ou avec compteur ce qui coûte entre dix et douze dollars US.
Il faut se rendre à la barrière électrique, il y a un intercom et appeler le douanier qui va ouvrir ou venir vous chercher car la télécommande de la clôture était défectueuse, autre raison pour chicaner.
Le bureau du douanier est à coté de la tour de controle.
Avec un rendez-vous ça devrait être plus facile.

Florida legislation that would ban overnight anchoring in several areas popular with cruising boaters – and may set a precedent for other banned areas – was approved by Governor Scott today (Mar. 24, 2016). Starting July 1, 2016, it will be illegal to anchor at any time during the period between one-half hour after sunset and one-half hour before sunrise in the following public waterways, with some exceptions:
•The section of Middle River lying between Northeast 21st Court and the Intracoastal Waterway in Broward County. (Middle River is one of the very few viable anchorages for cruising-sized boats in the Fort Lauderdale area. At the public workshop (held by the State Affairs Committee of the Florida House of Representatives on October 8, 2015), Rep. George Moraitis, Jr. of Broward County (Ft. Lauderdale) stated that he planned to introduce a bill that would declare Middle River a "Water Recreation Area" where anchoring is prohibited. He said that he has constituents who complain that water skiers have no room due to the amount of boats anchored there – see related WaterwayGuide.com article: Anchoring setbacks and time limits discussed at Florida House.)
•Sunset Lake in Miami-Dade County. (This Miami Beach anchorage is popular for cruisers waiting for a weather window to cross to the Bahamas, and in the past afforded easy access to Miami Beach for services and provisioning. It is adjacent to the residence of one of the most vocal advocates of anchoring bans in Miami Beach, who has anchored 30 small sailboats in Sunset Lake behind his house to restrict others from the ability to anchor there – see related WaterwayGuide.com article noted above. The City of Miami Beach recently passed an amendment to an ordinance which now makes it unlawful to tie a dinghy to the canal wall to visit the city, leaving only limited dinghy access – see related WaterwayGuide.com article: Miami Beach cracks down on dinghy access).
•The sections of Biscayne Bay in Miami-Dade County lying between Rivo Alto Island and Di Lido Island, San Marino Island and San Marco Island, and San Marco Island and Biscayne Island. (This is another popular anchorage area for cruisers, and one section is adjacent to the residence of another vocal advocate of anchoring bans. These islands are connected by low causeways, and the anchorage areas are in no way well-suited for water-skiing – see related WaterwayGuide.com article noted above.)
The exceptions:
•If the vessel suffers a mechanical failure that poses an unreasonable risk of harm to the vessel or the persons onboard unless the vessel anchors. The vessel may anchor for 3 business days or until the vessel is repaired, whichever occurs first.
•If imminent or existing weather conditions in the vicinity of the vessel pose an unreasonable risk of harm to the vessel or the persons onboard unless the vessel anchors. The vessel may anchor until weather conditions no longer pose such risk. During a hurricane or tropical storm, weather conditions are deemed to no longer pose an unreasonable risk of harm when the hurricane or tropical storm warning affecting the area has expired.
•During events described in s.327.48 or other special events, including, but not limited to, public music performances, local government waterfront activities, or fireworks displays. A vessel may anchor for the lesser of the duration of the special event or 3 days.
•Vessels owned or operated by a governmental entity for law enforcement, firefighting, military, or rescue purposes.
•Construction or dredging vessels on an active job site.
•Vessels actively engaged in commercial fishing.
•Vessels engaged in recreational fishing if the persons onboard are actively tending hook and line fishing gear or nets.
The bill provides that "any person cited for a violation of any provision of this subsection shall be deemed to be charged with a noncriminal infraction, shall be cited for such an infraction, and shall be cited to appear before the county court.
The civil penalty for any such infraction is $50, except as otherwise provided in this section. Any person who fails to appear or otherwise properly respond to a uniform boating citation shall, in addition to the charge relating to the violation of the boating laws of this state, be charged with the offense of failing to respond to such citation and, upon conviction, be guilty of a misdemeanor of the second degree, punishable as provided in s. 775.082 or s. 775.083.
A written warning to this effect shall be provided at the time such uniform boating citation is issued."
The provisions of this law would sunset if and when new legislation is enacted as a result of the recommendations from the Florida Fish and Wildlife Conservation Commission's Anchoring & Mooring Pilot Program. A report is due to be submitted to the Florida legislature by January 2017.

I guess I'll just leave my fishing pole out with a line and hook attached whenever I want to anchor somewhere. Ridiculous. Every few years this happens and it is always shot down on appeal. What a waste of taxpayer money.

I am a Florida resident and a boater for the past 60 years. I keep my cruising yacht in the Chesapeake and have in the past regularly cruised to Florida. As a result of these anchoring sanctions I will no longer plan on cruising in Florida waters as I now consider them unsafe. I am urging all of my friends to do the same. I am sorry if this action causes economic distress to the many boating support business in Florida. There are, however many other more welcoming areas to enjoy boating.

It's a sad day not only for boaters in the state of Florida, but for the citizens who now have even more evidence of the political payola involved in legislation across the state. Shame on you, Florida legislators for passing such an outlandish bill as a result of the $$$ contributions from a few well-heeled hacks, and on Scott for approving this travesty to appease a few private interests!

Can I get a cruising license after my old one has expired?
Cruising licenses exempt pleasure boats of certain countries from having to undergo formal entry and clearance procedures such as filing manifests and obtaining permits to proceed as well as from the payment of tonnage tax and entry and clearance fees at all but the first port of entry.
These licenses can be obtained from the U.S. Customs and Border Protection (CBP) Port Director at the first port of arrival in the United States. Cruising licenses are normally valid for up to a year.
Resident aliens may apply for successive cruising licenses if their foreign-flag vessel was made in the U.S. or if duty has been paid on its importation provided that the vessel is documented under the laws of one of the countries listed in 19 CFR 4.94(b).
Under CBP policy, non-U.S. residents are not eligible for successive cruising licenses. A new license will not be issued unless the following two conditions have been met: (1) at least 15 days have elapsed since the previous license either expired or was surrendered, and (2) the vessel arrives in the U.S. from a foreign port or place. (Customs Directive 3130-006A) CBP will want to see foreign clearance paperwork as evidence that you are arriving from a foreign location.
Non-residents are cautioned to plan carefully so that the mandatory 15-day period does not fall in the middle of a planned stay in U.S. waters. It may make sense to surrender your cruising license to a CBP Officer when you leave U.S. waters and then obtain a new one when you re-enter the U.S. Traveling outside of U.S. waters while your cruising license is still in effect does NOT fulfill the 15-day requirement.

I sent the following email to the Florida Representatives as the SSCA tries to reverse a house bill to restrict anchoring in Florida again. I also emailed all the suppliers that I used in Florida as well.
Dear Ms Edwards,
I am not a resident of Florida but I do cruise and visit your state every year. In 2014 / 2015 I spent well over $100,000 with businesses in your state. I delight in using Florida to prepare my boat each year for winter cruising. The House Bill that you are considering will force me to choose other states to spend my money in to prepare my boat. Just in case you wish to validate, here is a list of Florida companies that I supported this past year, obviously they will be impacted by your decision to chase boaters from Florida. I hope you have a plan on how you intend to replace their revenue and livelihood.

I am a cruiser and a tourist in Florida and am writing to express my opposition to HB1051 Recreational Boating Zones. This bill will restrict overnight anchoring in five areas that have historically been used by Florida cruisers and visitors from out of state.
The bills interfere with our maritime rights to navigation which include anchoring. Anchoring restrictions impact many Florida recreational boaters who regularly cruise the waters and rivers of the state by limiting places to safely stop for the night, reprovision and get out of severe weather. Four of the proposed areas are in Southeast Florida where thousands of boaters transit yearly. Many marinas in Florida do not allow transient docking or in many cases are full and unable to accept additional boats.
I urge to you vote against this bill.

Tuesday, January 26, the anti anchoring bill HB1051 is going before committee in Tallahassee Fl. The terms of this bill are disastrous for cruisers. They will make anchoring ILLEGAL in five Florida locations - in Middle River in Broward County; Sunset Lake and the areas between Rivo Alto Island and Di Lido Island, San Marino Island and San Marco Island, San Marco Island and Biscayne Island all in Miami-Dade County; and Crab Island in Choctawhatchee Bay.
According to Steve Kauffmann, president of the Seven Seas Cruising Association, there will definitely be amendments to follow from other regions wanting to forbid anchoring.
IF this bill is allowed to pass, you can write off anchoring overnight in the entire state of Florida. That's right, the entire state.
This time around, there is no BS from the committee about vessel safety or any such 'rationale' for putting this legislation forward like last year. This is nothing but a naked grab for your rights by a few wealthy people who want YOU out of THEIR view behind their house. They've bought and paid for their politicians and now they want action.
What can we do about this? We beat them last year, and I'm hoping we can do it again this year, but it's going to take every one of you reading this to take action. Can you please spend five to ten minutes to help?
Even if you don't live in Florida, you can help, because you can let the politicians know that you are a tourist - and though you don't vote, you do get to choose where you are going to spend your money. That gets their attention big time.
Next, every one of us needs to SHARE this message on their timeline and get more attention from it, even from non-boaters. We MUST get all the action on this we can, and even non boaters can agree that letting the wealthy take away the rights of others is something they can fight back against, boater or not.
Fishermen? How long before the state of Florida says you cannot fish within 50 yards, 75 yards of a dock at a private residence? It's coming, so we need your help too. Please help us by sending an email and phoning.
Do you go to a park next to a wealthy area? How long before the rich demand that areas of those parks be off limits so that they don't have to put up with us paupers simply enjoying a day in the park with our kids where they can see us? Email and phone to stop them from taking our rights away and maybe they'll not try to go after your rights next.
Don't fool yourself, these people won't stop. Why should they, they're rich, and they don't want to see us, not on boats, not on the sidewalks in front of their homes, not anywhere. It's just too bad they won't build privacy fences on their backyards like on the other three sides of their homes - oh, but then they'd lose their precious water view. Better that the rest of us lose our rights!

I delight in using Florida to prepare my boat each year for winter cruising. The House Bill that you are considering will force me to choose other states to spend my money in to prepare my boat. Just in case you wish to validate, here is a list of Florida companies that I supported this past year, obviously they will be impacted by your decision to chase boaters from Florida. I hope you have a plan on how you intend to replace their revenue and livelihood.

They will make anchoring ILLEGAL in five Florida locations - in Middle River in Broward County; Sunset Lake and the areas between Rivo Alto Island and Di Lido Island, San Marino Island and San Marco Island, San Marco Island and Biscayne Island all in Miami-Dade County; and Crab Island in Choctawhatchee Bay.
According to Steve Kauffmann, president of the Seven Seas Cruising Association, there will definitely be amendments to follow from other regions wanting to forbid anchoring.
IF this bill is allowed to pass, you can write off anchoring overnight in the entire state of Florida. That's right, the entire state.
This time around, there is no BS from the committee about vessel safety or any such 'rationale' for putting this legislation forward like last year. This is nothing but a naked grab for your rights by a few wealthy people who want YOU out of THEIR view behind their house. They've bought and paid for their politicians and now they want action.
What can we do about this? We beat them last year, and I'm hoping we can do it again this year, but it's going to take every one of you reading this to take action. Can you please spend five to ten minutes to help?
Even if you don't live in Florida, you can help, because you can let the politicians know that you are a tourist - and though you don't vote, you do get to choose where you are going to spend your money. That gets their attention big time.

This time around, there is no BS from the committee about vessel safety or any such 'rationale' for putting this legislation forward like last year. This is nothing but a naked grab for your rights by a few wealthy people who want YOU out of THEIR view behind their house. They've bought and paid for their politicians and now they want action.
What can we do about this? We beat them last year, and I'm hoping we can do it again this year, but it's going to take every one of you reading this to take action. Can you please spend five to ten minutes to help?
Even if you don't live in Florida, you can help, because you can let the politicians know that you are a tourist - and though you don't vote, you do get to choose where you are going to spend your money. That gets their attention big time.
Next, every one of us needs to SHARE this message on their timeline and get more attention from it, even from non-boaters. We MUST get all the action on this we can, and even non boaters can agree that letting the wealthy take away the rights of others is something they can fight back against, boater or not.
Fishermen? How long before the state of Florida says you cannot fish within 50 yards, 75 yards of a dock at a private residence? It's coming, so we need your help too. Please help us by sending an email and phoning.
Do you go to a park next to a wealthy area? How long before the rich demand that areas of those parks be off limits so that they don't have to put up with us paupers simply enjoying a day in the park with our kids where they can see us? Email and phone to stop them from taking our rights away and maybe they'll not try to go after your rights next.
Don't fool yourself, these people won't stop. Why should they, they're rich, and they don't want to see us, not on boats, not on the sidewalks in front of their homes, not anywhere. It's just too bad they won't build privacy fences on their backyards like on the other three sides of their homes - oh, but then they'd lose their precious water view. Better that the rest of us lose our rights!

ATTENTION - FORT PIERCE INLET (FL)- info

Sur la radio VHF au canal 22, on nous informe que la barge est toujours échoué dans l'entrée de l'inlet de Fort Pierce. Vous pouvez faire votre entrée dans l'inlet, si vous avez moins de 6' de tirant d'eau.
Si vous désirez plus d'informations avant votre départ voici le numéro de téléphone à contacter pour avoir une mise à jour 305-535-4472.
Je ne sais pas si vous avez accès à internet avec Skype pour appelez pour vous informez avant votre départ afin d'avoir la mise a jour la plus récente. Je sais qu'aujourd'hui,(12 avril) nous avons un ami qui nous a informé qu'ils avaientt sorti un gros morceau de la barge....
Vous pourrez aussi appelez la US coast guard avec votre radio lorsque vous allez être à l'approche des côtes américaines. C'est ce qu'ils conseillent de faire aussi sur la radio lorsqu'ils font l'appel de sécurité.
De notre côté, nous avions pris la décision de prendre l'inlet de ste-lucie au sud de Fort pierce.
Et surtout....n'oubliez pas d'appeler les douanes américaines avant de vous présenter aux douanes pour avoir votre arrival number. Sinon, vous allez vous faire chicaner....voici leur numéro de téléphone 1-800-432-1216.
C'est plus facile pour dédouaner à Lake Worth à côté du mouillage, mais c'est ouvert du lundi au vendredi.

Lors de votre arrivé à Fort Pierce, Floride, vous devez appeler les autorités pour obtenir un "Arrival Number" avant de vous présenter au bureau des douanes. Le numéro est 800-432-1216.
Selon le douanier, il n'y a pas nécessité d'avoir un Cruising permit pour l'annexe. Demander lui de le noter sur votre cruising poermit du bateau.

Ceux qui ont gardé leur numéro de cell du Qc et qui ont un forfait avec itinérance il se peut que le numéro 800 ne fonctionne pas. J'ai une carte SIMM de AT&T et ça a marché du premier coup. Marie-Claude de One Life est venue sur mon bateau pour prendre son 'authorisation number' aussi sans problème tandis qu'un autre navigateur qui était avec nous aux CBP était incapable d'avoir la ligne 1-800 avec son numéro du Qc. J'ai dû le faire pour lui dans le corridor du CBP.

Jean-Denis (Nemea) nous a donné une adresse pour la confection d'un bimini à Titusville.

WEST PALM BEACH - INFO

Pour ceux qui désire arrêter à West Palm Beach, Il y a deux longs quais gratuits directement devant le centre ville. Selon les affiches, ce sont des quais pour arrêt de jours.
Il y a aussi une zone ou l'on peut mouiller l'ancre devant les quais. C'est ce que nous avons fait et nous sommes aller en ville en annexe. Le tout est situé à environ 26 42.6 nord, entre les deux ponts ouvrants.
Une bonne épicerie Publix est située à moins d'un kilomètre du quai. Il s'agit d'aller vers l'ouest sur Evernia Street et ensuite un coin de rue vers le sud sur Rosemary Avenue.
Le centre ville de West Palm Beach est assez original avec plusieurs restaurants et boutique. Nous avons fait le plein de diesel à Palm Harbour Marina, parmi les méga-yachts. Il n'y a pas de pompe a diesel pour le moment à Riviera Beach Municipal Marina près de Lake Worth Inlet.

Ma visite à St. Augustine, la plus vieille ville des États Unis, m’a inspirée un petit résumé de l’histoire de la Floride.
L’espagnol Ponce de Leon a accosté près de St. Augustine en 1513. St. Augustine a été fondé en 1565 par Pedro Menendez. La Floride a été sous contrôle espagnol de 1565 à 1764. Elle a ensuite été cédée à la Grande-Bretagne qui l’a conservée jusqu’en 1784. Il est à noter que lors de la guerre d’indépendance (Révolution Américaine 1775-1783), les deux colonies britanniques de la Floride sont restées fidèles à la Grande-Bretagne.
Suite aux négociations après la Révolution Américaine l’ensemble de la péninsule floridienne est redevenue espagnol en 1784. En 1821 la Floride a été achetée pour 5 millions de dollars et est devenue un territoire Américain. En 1845 elle devient le 27 ième état des États Unis d’Amérique.

La marina a installé une soixantaine de boules de mouillage des deux cotés du Bridge of Lions sur une distance d'environ 0.8 mille nautique.
Le coût est de 20 dollars et donne droit au quai d'annexe et aux douches de la marina. Pour les amateurs d'histoire, la ville est un endroit à visiter.

CUBA -> USA (formalités)
UKULU : Guy et Thomas sont toujours à Key West; Hier, ils ont eu la "fouille" en règle des douanes et de l'Agriculture. AVIS IMPORTANT : Pour tous les navigateurs qui arrivent de Cuba vers Key West, cet arrêt est À ÉVITER. Il faut ABSOLUMENT RIEN AVOIR qui provient de Cuba - zèle EXTRÊME - les autorités ont même demandé s'ils avaient de L'EAU potable provenant de Cuba... c'est tout dire. Ils avaient 2 ou 3 bananes et ils ont eu une AMENDE DE 300$; toute la nourriture a été RETIRÉE DU BATEAU... Le voilier Vanilla s'est même fait retirer les quelques pots masson qu'ils avaient en réserve... et a également eu une amende de 300$ - probablement pour une raison similaire.
De plus, les marinas sont très dispendieuses : 3,50$ le pied et ce ne sont pas des quais mais bien des fameux "poteaux"; Les épiceries sont également très dispendieuses; à titre d'exemple : salade à 4$ et fraises à 8$ - Bref ce n'est pas l'endroit pour s'approvisionner !
Ils quitteront ce matin en direction de Lake Worth et nous feront rapport à savoir s'ils peuvent obtenir un "cruising permit" pour poursuivre leur navigation aux États-Unis. Sinon, ils devront se rapporter "physiquement" à toutes les fois qu'ils s'arrêteront.

RÉPARATION RADIO HF ET PACTOR EN FLORIDE
MERCI à Claude (Sacripant) qui nous a fait parvenir cette info fort intéressante
Ai lu sur les Nouvelles des Navigateurs que quelqu'un recommandait une compagnie en Californie pour le service sur radio ICOM.
Il y a une compagnie à Punta Gorda en Floride qui m'a donné un service extraordinaire lorsque j'ai eu des problèmes avec mon Pactor. Leur ai envoyé le vendredi et l'ai reçu le mardi suivant, sans frais autre que le transport ! Il s'agit de Dockside Radio, 1368 Willet Ct, Punta Gorda, Florida 33950, USA 941 661 4498
Ils peuvent faire le service sur tous les appareils. Plus d'infos sur leur site web: http://www.docksideradio.com/.
Tu peux peut-être passer l'info aux navigateurs dans les Antilles et aux Bahamas. Cela leur donnera un choix et la Floride rend peut-être l'expédition ou réception dans les iles plus facile que la Californie.

LHASA - Yanick et la famille à MIAMI
Voici enfin les coordonnées du réparateur dont je t'avais parlé et qui s'est occupé de notre Icom 706MKIIG. Il ne travaille plus pour Icom et est à son compte, mais il était en charge du centre de réparation ICOM de la côte est lorsque celui-ci existait encore. Il est retourné en Californie et les références que j'ai trouvé à son sujet son vraiment excellentes. Il charge le même taux horaire mais surtout il est très rapide pour faire le travail et retourner la radio.

Pour notre part nous sommes enfin rendus à Miami Beach depuis vendredi dernier. Le matin les batteries sont toujours en bas de 12 volts et je ne m'aventure pas à me connecter au Réseau. Cependant nous sommes allés commander nos batteries hier et nous devrions pouvoir remplacer le parc de batteries d'ici la fin de cette semaine. Ouf!, il est vraiment temps! Catherine a vraiment hâte de prendre le micro pour pouvoir te parler. ;)
Les parents de Catherine sont arrivés hier pour deux semaines. Ils s'occuperont des enfants pendant que nous poursuivons nos éternels travaux. Je croyais naïvement qu'il était possible de diminuer la liste des travaux à faire mais celle-ci semble toujours s'allonger plus vite que les travaux se font. Bon! Nous gérons les priorités à travers nos responsabilités parentales. Tous le monde se porte autrement très bien et nous sommes heureux d'être enfin arrivés au 'Sud'.

Pour des panneaux de Teak and Holley en bois veritable 4 x 8 1/2" epais pour plancher
Prix: US$ 179.00
Chez Shell Lumber a Coconut Grove Florida.
Ils vendent egalement en 2 X 8 et 4 X 4 a prix reduit. Je suis entrain de faire le plancher interieur de mon bateau avec ce teak and holley ( 60 pieds carres en tout) pour un total de US$ 370.00.

Apres 5 couches de vernis polyurethane a sechage rapide le look final est super.
Facile a travailler, surtout en utilisant des strips de door skin avec une agraffeuse , on fait un template des panneaux de plancher, et on decoupe le tout a la maison pour ensuite les poser dans le bateau tout pret et finis au vernis.
1 petite semaine de boulot a 2 heures par jour environ.
Il n'y a rien comme le vrai bois pour la qualite de finition dans un bateau.
